Glue, tape, or staple the sides together, leaving the top open. Fill with toys and candy and add a few strands of curling ribbon, peeking out randomly. You can also make bags from felt or other inexpensive fabric. Cut to size and glue the side edges. Decorate as desired. Another option is purchasing small gift bags, in either white, a color that coordinates with your theme, or in a variety of colors.
